REAL ESTATE: Inland Empire tops dubious foreclosure list …

Foreclosures continued to ease across the country last month, but Inland Southern California is feeling the long-term damage more than any other metropolitan area.

One housing unit in every 213 in San Bernardino and Riverside counties was in some phase of the foreclosure process in April, according to a report from RealtyTrac, an online marketer of foreclosure properties. That gave the Inland area the most foreclosure activity, by a wide margin, of any of the nation?s 20 largest metropolitan areas.

Miami, with one residential property in 273 involved in the foreclosure process, was a distant second.

The number of Inland-area homes in the process has been steadily declining, and last month?s drop indicates a sharp decline from where it was 12 months ago. There were 7,049 homes somewhere in the foreclosure process last month, about 30 percent fewer than April 2011, RealtyTrac reported.

The process includes homeowners who have received default notices, the scheduling of trustee sales and repossessions.

In the two Inland counties, 1,459 homes were taken over by banks or other lenders last month, with more than 60 percent of them in Riverside County, which has more houses than San Bernardino County.

Foreclosures have not been recorded in numbers as large as were seen in 2010 and 2011 because of the settlement large banks reached earlier this year with the federal and state governments on how they used to be processed, but that is expected to change in the next few months, said Steve Johnson, director of the Riverside office of MetroStudy, a real estate consulting firm.

?A lot of inventory will be coming back into the foreclosure process,? Johnson said. ?These institutions are doing a massive reassessing of their past foreclosures, and that?s delaying the processes.?

Johnson said he?s anticipating the banks to encourage homeowners who are in trouble keeping up with their mortgage payments to list them as short sales, where the house would be sold for less than it would appraise for. An estimated 43 percent of all Inland homeowners are upside down on the mortgages, meaning they owe more than the home?s current value.

Homeowners who are in trouble are advised to move slowly and get as much advice as possible, said Melinda Opperman, senior vice president for Springboard Non-Profit Consumer Credit Management, a Riverside-based counseling service.

Opperman said a recent federally sponsored study found that 70 percent of those who sought counseling ultimately got to stay in their homes, and 56 percent were able to catch up on payments.

Opperman added that, after the settlement between the major lenders and the federal and state governments was reached, opportunists started sending distressed homeowners come-ons in the mail, trying to ?piggyback? on the settlements.

?They?re trying to capitalize on that, but they?re for-profit bad actors,? Opperman said.

The high rate of foreclosures also has an effect on businesses in the area, although it is more of an indirect one. Morris Myers, executive director of the Economic Development Corp. of Southwest California, said most of the businesses he deals with in the Temecula area are sound.

But it doesn?t help an employer if a significant number of her or his workers are in trouble with their mortgages, he said.

?Certainly there?s a psychological effect,? Myers said. ?I think there?s less, though, of an absolute effect.?

AP IMPACT: Evacs and drills pared near nuke plants

Without fanfare, the nation’s nuclear power regulators have overhauled community emergency planning for the first time in more than three decades, requiring fewer exercises for major accidents and recommending that fewer people be evacuated right away.

The revamp, the first since the program began after Three Mile Island in 1979, also eliminates a requirement that local responders always practice for a release of radiation.

At least four years in the works, the changes appear to clash with more recent lessons of last year’s reactor crisis in Japan.

Under the new rules, the Nuclear Regulatory Commission and the Federal Emergency Management Agency, which run the program together, have added one new exercise: More than a decade after the 9/11 terrorist attacks, state and community police will now take part in exercises that prepare for a possible assault on their local plant.

Still, some emergency officials say this new exercise doesn’t go far enough.

And some view as downright bizarre the idea that communities will now periodically run emergency scenarios without practicing for any significant release of radiation.

These changes, while documented in obscure federal publications, went into effect in December with hardly any notice by the general public.

An Associated Press investigative series in June exposed weaknesses in the U.S. emergency planning program. The stories detailed how many nuclear reactors are now operating beyond their design life under rules that have been relaxed to account for deteriorating safety margins. The series also documented considerable population growth around nuclear power plants and limitations in the scope of exercises. For example, local authorities assemble at command centers where they test communications, but they do not deploy around the community, reroute traffic or evacuate anyone as in a real emergency.

The latest changes, especially relaxed exercise plans for 50-mile emergency zones, are being flayed by some local planners and activists who say the widespread contamination in Japan from last year’s Fukushima nuclear accident screams out for stronger planning in the United States, not weaker rules.

FEMA officials say the revised standards introduce more variability into planning exercises and will help keep responders on their toes. The nuclear power industry has praised the changes on similar grounds.

Onsite security forces at nuclear power plants have practiced defending against make-believe assaults since 1991 and increased the frequency of these drills after the 2001 terrorism attacks. The new exercises for community responders took years to consider and adopt with prolonged industry and government consultations that led to repeated drafts. The NRC made many changes requested by the industry in copious comments.

Federal personnel will now evaluate if state and local authorities have enough resources to handle a simultaneous security threat and radiation release. Their ability to communicate with onsite security officials during an attack also will be evaluated during exercises.

But community planners wonder why local forces won’t have to practice repelling an attack along with plant security guards ? something federal emergency planners acknowledge could be necessary in a real assault.

The FEMA instruction manual for the preparedness program says the agency won’t evaluate defense capability of community forces because of “confidentiality of sensitive security information” ? an apparent reference to the risk of exposing vulnerabilities during a public exercise.

When pressed, though, federal emergency planners gave other explanations. They said state and local police are more likely to be needed for tasks like escorting damage control teams rather than confronting attackers.

“We’re assuming these guys don’t want to escape, or else they wouldn’t have showed up,” said Randy Sullivan, a health physicist who works on emergency preparedness at the NRC. “A dragnet and security sweep is less important than saving equipment that is important to core damage.”

None of the revisions has been questioned more than the new requirement that some planning exercises incorporate a reassuring premise: that no harmful radiation is released. Federal regulators say that conducting a wider variety of accident scenarios makes the exercises less predictable.

However, many state and local emergency officials say such exercises make no sense in a program designed to protect the population from radiation released by a nuclear accident.

“We have the real business of protecting public health to do if we’re not needed at an exercise,” Texas radiation-monitoring specialist Robert Free wrote bluntly to federal regulators when they broached the idea. “Not to mention the waste of public monies.”

Environmental and anti-nuclear activists also scoffed. “You need to be practicing for a worst case, rather than a nonevent,” said nuclear policy analyst Jim Riccio of the group Greenpeace.

A FEMA representative declined multiple requests for an interview and instead released a statement. The agency acknowledged that a simulated problem during a no-release exercise is handled on plant grounds. Federal planners say this exercise still requires community decision makers to mobilize and set up communication lines with officials on the site, practicing critical capabilities, even though they won’t need to measure and respond to radiation.

While officials stress the importance of limiting radioactive releases, the revisions also favor limiting initial evacuations, even in a severe accident. Under the previous standard, people within two miles would be immediately evacuated, along with everyone five miles downwind. Now, in a large quick release of radioactivity, emergency personnel would concentrate first on evacuating people only within two miles. Others would be told to stay put and wait for a possible evacuation order later.

Timothy Greten, who administers the community readiness program at FEMA, said it wouldn’t be necessary to tell people to stay put “if you could evacuate everybody within 10 or 15 minutes.” But he said hunkering down can be safer in some locations and circumstances, “especially for a short-term solution.”

Federal officials say people could risk worse exposure in an evacuation impeded by overcrowded roadways or bad weather.

This change, however, raises the likely severity of a panicked exodus outside the official evacuation area. Even a federal study used to shape the new program warns that up to 20 percent of people near official evacuation areas might also leave and potentially slow things down for everyone ? and that’s assuming clear instructions.

“If it were me, I would evacuate” even without an official go-ahead, said Cheryl L. Chubb, a nuclear emergency planner with the Louisiana Department of Environmental Quality, who is critical of the changes.

At Fukushima, more than 150,000 people evacuated, including about 50,000 who left on their own, according to Japan’s Education Ministry. At Three Mile Island, 195,000 people are estimated to have fled, though officials urged evacuation only for pregnant women and young children within five miles. About 135,000 people lived within 10 miles of the site at the time.

In its series, the AP reported that populations within 10 miles of U.S. nuclear sites have ballooned by as much as 4 1/2 times since 1980. Nuclear sites were originally picked in less populated areas to minimize the impact of accidents. Now, about 120 million Americans ? almost 40 percent ? live within 50 miles of a nuclear power plant, according to the AP’s analysis of 2010 Census data. The Indian Point plant in Buchanan, N.Y., is at the center of the largest such zone, with 17.3 million people, including almost all of New York City.

“They’re saying, ‘If there’s no way to evacuate, then we won’t,’” Phillip Musegaas, a lawyer with the environmental group Riverkeeper, said of the stronger emphasis on taking shelter at home. The group is challenging relicensing of Indian Point.

In February, a national coalition of environmental and anti-nuclear groups asked the NRC to expand evacuation planning from 10 miles to 25 miles and to broaden separate 50-mile readiness zones to 100 miles. The groups also pressed for some exercises that simulate a nuclear accident accompanied by a natural disaster like an earthquake or hurricane ? akin to the combination of tsunami, blackout and meltdowns at Fukushima.

The new U.S. program has kept the 10- and 50-mile planning zones in place, as well as the requirement for one full exercise for a 10-mile evacuation every two years. However, required 50-mile planning exercises will now be held less often: every eight years, instead of every six years.

Exercises are full-blown tests, with FEMA evaluation, of the entire range of community capabilities needed in an accident. Smaller drills of specific skills are run more frequently.

In the state-led 50-mile exercises, emergency personnel practice the logistics of dealing with contaminated food and milk over a large region. They also prepare the mechanisms to relocate people, clean up contamination and later return evacuees to their communities.

Gary Lima, who manages the nuclear readiness program at the Tennessee Emergency Management Agency, said 50-mile exercises should be run more frequently than once every eight years. “Recovery is really your hardest work,” he said.

Even when the program mandated a six-year timetable, federal authors of the 2002 program manual acknowledged that “many (first responders) have indicated a desire” for even more frequent exercises in the 50-mile zone.

The Japanese disaster reinforced such worries when officials told some towns beyond 12 miles from the disabled plant to evacuate. The U.S. government recommended that Americans stay at least 50 miles from the plant. Soil and crops were contaminated for scores of miles around. At one point, health authorities in Tokyo, 140 miles away, advised families not to give children the local water, which was contaminated by fallout to twice the government limit for infants.

Officials for FEMA and the NRC said they are still studying whether Japan’s experience points to the need for further changes in the United States.

Pressed on the reduced frequency of 50-mile exercises, federal planners said community personnel can practice skills as often as they like, without needing a full-blown federal evaluation each time.

The Nuclear Energy Institute, the industry’s main advocate, strongly backed the eight-year timetable to reduce the burden of adding the attack exercises. Asked about the other changes, NEI spokesman Steven Kerekes said they bring more federal oversight, formalizing practices already begun at many sites.

However, no nuclear plant has ever been shut down for deficiencies in the emergency response plan of surrounding communities.

In this day and age the internet is full of resources that display techniques and methods of self help and positive thinking. What many these resources don?t mention is the tactics of self talk, this has to be a unique method when it comes to self help, and especially positive thinking. The mind is a very powerful thing and we will only ever get out of it what wee put in, or what we let others put in ? so it remains vital that we use self talk to input some real positive thinking and vibes in order to maximize our self help efforts.

In general when we think of self help techniques, or positive thinking techniques the self talk tactic is very often overlooked and underestimated, and many people find it difficult to have the confidence in their own beliefs and feel they must here the encouragement from others, and this is a primary mistake. By talking things over with ourselves it helps us better know ourselves, and the situations we find our self in and therefore find easier, and better solutions. To ensure self help we have to ensure positive thinking, and to ensure this we must encourage ourselves and not wait for others to do so.

You will find that by understanding and learning the self talk method that you will soon be reaching levels of self help that before were unobtainable and that your positive thinking attitude exceeds what you were expecting ? this is the reason we say that many overlook and underestimate this tactic of self help. To succeed in whatever we do one must believe in ones self, and to do this we must be thinking positive and encouraging our self ? therefore self talk will become a daily part of your life, as will success.

You Will Likely Become What You Prioritize ? Sexuality & Love in …

I?m not sure why I sometimes read The Huffington Post articles in their ?Divorce? section.? It?s kind of like reading articles written by people who have been in car wrecks, where they are giving advice on how to avoid car wrecks, or how to recover from car wrecks.? Maybe it?s human nature?to want to look at car wrecks.

There probably are divorc?s that have great relationship advice, just like there probably are obese doctors who have great health advice, but I tend to be more suspiscious of both.

Recently, HuffPost had this Divorce Post:

I broke down in tears within two weeks of my split, but not because I was getting divorced. ?No, it was sex, or more specifically, the prospect of having sex with a new person (people!) that send me over the edge.? I once dated a woman who remarked, ?I once went skinny dipping with 40 other people.?? I thought:? Is she saying this as a point of boasting or pride?? Does she think I would be impressed by her participation?with 40 other people getting naked together while swimming in water???I don?t know what she was thinking.? I don?t know the point she was trying to make.

Is it more impressive to be able to have sex soon after you want it?? To be able to have sexual?exchanges?with many people?? To have sex with greater frequency?

I admire people who can keep relationships going.? For example, while I enjoy following many photographers on Flickr who take pictures of many different?models, I?m more fascinated with photographers who take pictures with the same models over long periods of time.? I admire people who have the social skills to maintain rapport with other people over long periods of time.? In these cases, the models enjoy the photographers? companionship enough to remain in a long term creative process with them.

If someone said to me, ?I?ve slept with 50 women,? I might raise an eyebrow?and find that curious.? But if someone said to me, ?I?ve maintained?one or more?different significant other relationships simultaneously, with each of them knowing (or being involved with) the other,? then I?d find that more intriguing because I perceive maintaining just one relationship for a long time to be more difficult than?having sex with many peopl (people who often come into your life and then exit shortly thereafter).

I think it was the famous comedian Elayne Boosler who once joked: ??I laugh when I see Cosmopolitan articles that say ?10 Steps To Luring Him Into Your Bed.?? Ladies, it?s not that hard.? Do you want to know how to get a guy to drop his pants?? Ask him.?

Or as Harry and Sally famously conversed:

Harry:? Because no man can be friends with a woman that he finds attractive.? He always wants to have sex with her.
Sally:? So, you?re saying that a man can be friends with a woman he finds unattractive?
Harry:? No.? You pretty much?want to?nail them too.

While those are jokes,?as often is the case with humor, they?re overstatements.? They?re funny because they are partially true, or true on some levels.

The following concept may sound simple, but it may not be understood by many people:? If you want to be great at relating to others, then you probably have to want to be good at relating to others.? You?ll probably have to prioritize that pursuit, giving it sufficient time and consideration most days.

Conversely, if you want to have sexual contact with many people, then you?ll probably need to prioritize that pursuit and spend time pursuing it.? But unlike maintaining relationships, pursuing many sexual contacts doesn?t require consistent care and attention.? If you want to experience many and diverse sexual partners, that can be achieved on a part time basis, doing it whenever you feel like it.? In contrast, maintaining close relationships over a long?time tends to require more frequent, even daily care and time.? That?s part of the reason why it?s often difficult to maintain even one long term significant other.

If you prioritize the pursuit of having many sex encounters, that won?t be difficult to achieve.? If you prioritize the pursuit of maintaining long term relationships, then no matter how educated, beautiful, or talented you are, it will likely be a very difficult pursuit.? I?m not here to suggest people?should prefer more difficult tasks over easier ones.??I?m not here to say one pursuit is better than the other.? But it is likely you will become what you prioritize pursuing.

New Poll Ranks the Best Car Rental Companies | US Daily Review

Just in time for summer family travel season, Zagat, the leading provider of consumer-based ratings and reviews, releases the results of its latest U.S. Car Rental Survey covering 10 leading brands. ?Hertz?made a clean sweep?of top ratings for Vehicles, Reliability, Service and Popularity, netting the title of Top Overall car rental company. The surveyors, predominantly men, rented cars 11.4 times on average in the past year ? 6.7 times for business and 4.7 for leisure. In addition to providing ratings on Zagat?s 30-point scale, the surveyors offered comments about their experiences with the various rental car brands.

Following Hertz,?National?took the No. 2 spot edging out?Avis. ?National also was rated the best value among the 10 brands. The following are lists of the top five winners in each surveyed category:

Surveyors were asked to select the best rental car brands in a variety of additional categories. Enterprise wins for Deals and Promotions, Neighborhood Rentals, and Car Pick-Up Experience, while Hertz wins the remaining 10 of 13 categories. The results are as follows:

(AP) ? Attorneys for John Edwards indicated Tuesday their case was winding down, but they were not yet saying whether they will call to the witness stand the former presidential candidate or his mistress.

Defense attorneys said they would make a decision later Tuesday, but it was not immediately clear when they would make it public.

After testimony ended for the day with the trial still focusing on financial records, Edwards team said they had not made a final decision on whether to call Edwards, his oldest daughter Cate or his mistress, Rielle Hunter. They could also recall Edwards’ once-close confidant and aide, Andrew Young.

Lead defense lawyer Abbe Lowell said they may call some or all of the remaining potential witnesses.

“We may also very well be done tomorrow,” Lowell told the judge overseeing the case.

Edwards is accused of masterminding a plan to use about $1 million from two wealthy donors to hide his pregnant mistress as he ran for the White House in 2008. Edwards has pleaded not guilty to six counts of campaign finance violations. He faces up to 30 years in prison if convicted.

Records introduced Tuesday at the corruption trial show his campaign finance chairman paid the candidate’s mistress a $9,000 monthly cash allowance, on top of providing flights on private jets, stays at luxury resorts and a $20,000-a-month California rental mansion.

Wealthy Texas lawyer Fred Baron is one of two political supporters who combined gave about $1 million to help hide Hunter. Evidence showed Baron was making regular deposits into Hunter’s checking account, the sum totaling $74,000.

The deposits began in June 2008 ? several months after Edwards ended his White House run ? and continued until December 2008, two months after Baron died. Edwards’ defense has argued any money spent after his bid cannot be a campaign contribution. Prosecutors claim Edwards was still seeking the Democratic vice presidential nomination or a spot as attorney general.

Edwards’ attorneys have said he did not know about the money from Baron and wealthy heiress Rachel “Bunny” Mellon ? and that even if he did, the cash was not a campaign contribution because it was intended to hide Hunter from Edwards’ wife, not the public.

According to financial records introduced Tuesday, the Youngs received $1.07 million from Baron and Mellon in 2007 and 2008. The couple later amended their tax returns for those yeas to indicate they spent about $191,000 on Hunter, paying gift taxes on the money. Defense attorneys argue that number is likely inflated.

Financial records for the couple show most of the money the Youngs received from Mellon and Baron was spent on the the couple’s $1.6 million dream home in North Carolina.

Earlier Tuesday, Edwards’ former lawyer Wade Smith testified about conversations he had with Alex D. Forger, an attorney for Mellon. Forger had earlier testified for prosecutors, saying he told Smith that Edwards acknowledged some of the “Bunny Money” had been given for his benefit.

Smith said Forger misunderstood the conversation they had.

“I would not ever quote my client to someone else,” Smith testified, saying that would violate attorney-client privileged.

On Monday, Edwards’ attorneys began his defense by attempting to shift the focus away from the sex scandal to the technical issue of whether Edwards’ alleged behavior violated campaign finance laws.

Before winning a U.S. Senate seat in 1998, Edwards made a fortune as a personal injury lawyer renowned for his ability to sway jurors. But his testimony would expose himself to a likely withering cross-examination about his past lies and personal failings.
